El mandatario hidalguense Omar Fayad Meneses señaló que dicho laboratorio tiene la finalidad de establecer estrategias y líneas de acción para combatir la corrupción a través de una cultura de rendición de cuentas y fiscalización permanente de la aplicación de recursos en materia de obra pública.
El uso de normas con estándar internacional en la verificación de los materiales y elementos utilizados en la obra pública, constata que los constructores cumplan con los compromisos establecidos en la contratación de sus servicios y brinda a la población la certeza de recibir obras de calidad.
El jefe del Ejecutivo estatal aseguró que uno de los objetivos de su gobierno desde el principio de la administración, ha sido mejorar los indicadores tomando en cuenta a las instituciones de alta calidad moral para emitir juicios de valor sobre los resultados obtenidos por el estado de Hidalgo, evitando así, tomar en cuenta las cifras propias de la entidad.
“Lo que queremos es hacer bien las cosas, hacerlas sin corrupción, transparentemente”, para que la ciudadanía no se vea afectada.
Exhortó a los integrantes del laboratorio a fijarse bien en la resistencia de los materiales en las obras en proceso en la entidad, que las especificaciones cumplan con los requerimientos de cada una de ellas.
“Nosotros tenemos la obligación de hacer las cosas de calidad”, por ello indicó al titular de la Secretaría de Contraloría entregarle un reporte sobre el desempeño de los constructores contratados actualmente, como parte de un código ético y de integridad con el que se debe regir el gobierno estatal, a través de las secretarías de Obras Públicas y de Contraloría en la ejecución de obras.
Recordó que, en su administración Hidalgo pasó del lugar 27 al sexto dentro de las entidades que registran menos corrupción según cifras del Instituto Nacional de Estadística y Geografía.
Carlos Rangel Herrera, gerente de Laboratorios de Ensayos y Calibración en la EMA, expuso que las acreditaciones entregadas son el resultado de la visión y el compromiso del gobernador Omar Fayad, al cumplir con las normativas y garantizando la seguridad de la sociedad, al ejercer la Norma Mexicana NMX-17025, obtenida por parte de laboratorios de alta confianza.
“Hoy más que nunca estamos comprometidos a generar acciones que potencialicen la vigilancia, inspección, supervisión y evaluación de las obras en el estado, y con ello contribuir a incrementar la calidad de vida de las y los hidalguenses”, señaló el secretario de Contraloría, César Román Mora Velázquez.
El Laboratorio de Control de Calidad y Análisis de Materiales, logró posicionarse en el segundo lugar a nivel nacional respecto a la mayor cantidad de pruebas enfocadas a la verificación de materiales en la obra pública.
A través del laboratorio, la Contraloría ha fiscalizado en este año más de 772 millones 928 mil 846 pesos en inversión de obra, resultado de 66 inspecciones en los 84 municipios del estado, entre las que se encuentran Supervía Colosio en sus diferentes etapas, entre otras.
La Secretaría de Contraloría, cuenta con un laboratorio central y dos laboratorios móviles de control de calidad, los cuales se encargan de recabar muestras de los materiales empleados en la obra pública.
Además, dispone de un dron equipado con sensores y cámaras georreferenciadas, así como una cámara terrestre para que la Contraloría realice tareas de inspección de obras a través de la obtención de modelos en tres dimensiones que proporcionen datos de medición específicos como distancias, áreas y volúmenes de construcciones, carreteras, estructuras, entre otros.

Recordó que, una vez que el Consejo de Salubridad General declaró el 30 de marzo la emergencia sanitaria por la epidemia de enfermedad generada por el virus SARS CoV2 (COVID 19) y que el día 1 de abril el Consejo General del Instituto Nacional Electoral, por causa de esta pandemia, determinara suspender temporalmente el desarrollo de los procesos electorales locales en Hidalgo, el PRI en la entidad, de manera responsable y en coherencia con las disposiciones de las autoridades competentes, suspendió también desde el pasado 1 de abril, temporalmente y de manera indefinida el desarrollo y cumplimiento de su proceso interno de selección y postulación de candidaturas.
Sin embargo, en observancia al acuerdo del 30 de julio del INE, la Comisión Estatal de Procesos Internos, por medio de la Adenda 4 a la referida Convocatoria, determinó reanudar, a partir del día 12 de agosto, el desarrollo del proceso para seleccionar y postular candidaturas.
